{"id":1044,"date":"2018-03-30T13:14:15","date_gmt":"2018-03-30T20:14:15","guid":{"rendered":"https:\/\/blog.piercecountywa.gov\/executive\/?p=1044"},"modified":"2023-06-26T13:35:21","modified_gmt":"2023-06-26T20:35:21","slug":"standing-in-the-gap","status":"publish","type":"post","link":"https:\/\/blog.piercecountywa.gov\/executive\/2018\/03\/30\/standing-in-the-gap\/","title":{"rendered":"Standing in the gap"},"content":{"rendered":"<p>Thankfully, I\u2019ve never been in a real active shooter situation.\u00a0 But yesterday, we had an intense training exercise in a courtroom on the 5<sup>th<\/sup> floor of the CCB to help prepare our court personnel, our Court Security Office, and our SWAT team if the unthinkable happens \u2013 and I got to participate.\u00a0 As a result, I know much better what to do and how to respond.<\/p>\n<p>Here are four things (among many) that stood out to me:<\/p>\n<p>First, in one scenario, there was a gunshot by the freight elevator. The sound from inside the courtroom was very muffled and therefore not very \u201calarming.\u201d\u00a0 It reminded me we must be alert for sounds and actions that are out of the ordinary, even if they are not loud.<\/p>\n<p>Second, I was in the gallery and fortunately when trouble started, we were able to run (Run-Hide-Fight) into the judge\u2019s chambers and barricade ourselves \u2013 from both the courtroom and the hallway.\u00a0 After a few minutes, we heard a knock on the hallway door and the announcement \u201cPolice.\u201d<\/p>\n<p>We asked ourselves, \u201cIs this really the police or a bad guy hoping to get us to open the door?\u201d \u00a0How do you authenticate that the good guys have arrived if they are behind a locked door?\u00a0 I recalled my military training, and asked a \u201cchallenge\u201d question \u2013 one I thought only a real Pierce County deputy would know the answer to.\u00a0 The correct answer came forth, I opened the door and there was our SWAT team coming to help.\u00a0 Others stayed behind locked doors until the entire scenario was finished \u2013 which was also okay with SWAT.\u00a0 We learned we could call the Security Office at x8899 and, thanks to their cameras, they could confirm who was behind the door.<\/p>\n<p>Third, as we were being hustled down the hall to safety, I noted the SWAT deputy posted up at the main entrance of the courtroom.\u00a0 He was literally \u201cstanding in the gap\u201d between the armed bad guys in the courtroom and us as we passed.\u00a0 No one was going to get to us without going through him.<\/p>\n<p>Finally, at the end, everyone gathered back in the courtroom for a debrief \u2013 to ask questions and learn what happened.\u00a0 It was then that I learned a very important truth \u2013 don\u2019t mess with Sandi Rutten! \u00a0In the scenario she was a \u201chostage\u201d but ended up providing emergency first aid, negotiating with the bad guys, and was even in position to directly intervene.\u00a0 When I talked to Sandi, she said her service in the military helped prepare her for the challenge!<\/p>\n<p>I\u2019m grateful to Chris Gaddis, Court Administrator, and Deputy Chris Todd for creating such a realistic situation and a fantastic exercise. Furthermore, thanks to Judge Martin and the other superior court judges for both seeing the importance of the training and for actively participating!\u00a0 Lastly, I am especially thankful for SWAT Team Commander Detective Sergeant John Delgado and the entire SWAT team for literally \u201cstanding in the gap.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1045\" src=\"https:\/\/blog.piercecountywa.gov\/executive\/files\/2018\/03\/SWAT.jpg\" alt=\"\" width=\"1200\" height=\"817\" srcset=\"https:\/\/blog.piercecountywa.gov\/executive\/files\/2018\/03\/SWAT.jpg 1200w, https:\/\/blog.piercecountywa.gov\/executive\/files\/2018\/03\/SWAT-300x204.jpg 300w, https:\/\/blog.piercecountywa.gov\/executive\/files\/2018\/03\/SWAT-768x523.jpg 768w, https:\/\/blog.piercecountywa.gov\/executive\/files\/2018\/03\/SWAT-1024x697.jpg 1024w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><\/p>\n<p>Other examples of \u201cstanding in the gap\u201d were readily apparent at the Sheriff\u2019s Annual Awards Ceremony this week.<\/p>\n<p>The Team Medal of Valor award went to Lieutenant Sean Kadow, Sergeant Patrick Davidson and nine other deputies who were first on-scene in support of Deputy Daniel McCartney.\u00a0 They were faced with a dark chaotic scene, and needed to locate Deputy McCartney, render aid, locate his murderer and protect citizens.\u00a0 Their valor and professionalism were amazing.<\/p>\n<p>One of the Medal of Merit awards went to Tacoma Police Department Chaplain Leslie Montgomery \u2013 who \u201cstood in the gap\u201d supporting Deputy McCartney\u2019s family in the wake of their heartbreaking loss.<\/p>\n<p>Finally, when Tacoma Police was suffering from the loss of Officer Jake Gutierrez, our Sheriff\u2019s Department Honor Guard, stepped in to make sure Jake was properly honored, and that his fellow Tacoma PD officers could grieve.\u00a0 Our Honor Guard was awarded the Team Medal of Merit.<\/p>\n<p>Congratulations and thank you to all those recognized for their remarkable work on our behalf.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1052 aligncenter\" src=\"https:\/\/blog.piercecountywa.gov\/executive\/files\/2018\/03\/DSC_0023.jpg\" alt=\"\" width=\"1000\" height=\"644\" srcset=\"https:\/\/blog.piercecountywa.gov\/executive\/files\/2018\/03\/DSC_0023.jpg 1000w, https:\/\/blog.piercecountywa.gov\/executive\/files\/2018\/03\/DSC_0023-300x193.jpg 300w, https:\/\/blog.piercecountywa.gov\/executive\/files\/2018\/03\/DSC_0023-768x495.jpg 768w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<p>You may remember a few weeks ago I asked employees to fill out a short survey with your ideas and concerns about life and work in Pierce County.\u00a0 Thanks, again, to those of you who shared your thoughts with me.<\/p>\n<p>At that time, I promised lunch to one randomly selected employee who filled out the survey. I finally had the chance this week to deliver on that lunch with Ray Clark of Planning and Public Works. I enjoyed our lunch and our wide-ranging discussions from technology, engineering, and believe it or not moonshine!\u00a0 Word on the street says &#8211; if Ray offers you a taste, be sure it is \u201con the rocks.\u201d<\/p>\n<p>This Sunday my family will be gathering to celebrate Easter. We will be busy with an egg hunt with Blair, brunch, and worshipping at our church.\u00a0 If your family tradition is to celebrate Passover or Easter, I wish you a blessed day!
