{"id":1663,"date":"2019-04-12T14:10:10","date_gmt":"2019-04-12T21:10:10","guid":{"rendered":"https:\/\/blog.piercecountywa.gov\/executive\/?p=1663"},"modified":"2023-06-26T13:35:02","modified_gmt":"2023-06-26T20:35:02","slug":"greener-greens","status":"publish","type":"post","link":"https:\/\/blog.piercecountywa.gov\/executive\/2019\/04\/12\/greener-greens\/","title":{"rendered":"Greener greens"},"content":{"rendered":"<p>For nearly a quarter of a century, the Chambers Creek Regional Park Master Site Plan has included plans to build a golf course, restaurant, hotel and other community amenities.\u00a0 It also included enhancements to the initial trail system.<\/p>\n<p>Since that time, the Environmental Services Building was constructed, the world-class golf course was built and hosted two USGA championships (with plans to host another in 2021) and untold numbers of walkers, runners, cyclists and dogs have enjoyed the spectacular beauty of the park and views of the water.<\/p>\n<p>There is no question that Chambers Bay Regional Park is a remarkable place and I take my role as a steward of it very seriously. \u00a0My partner in this stewardship is the Council.<\/p>\n<p>Being a steward in this case also means being accountable to those who enjoy and use the park, as well as to those who pay for it \u2013 County taxpayers and sewer utility ratepayers.<\/p>\n<p>Before I go much further, I should point out that I am not a golfer.\u00a0 I haven\u2019t touched a club since I was in my early twenties.\u00a0 I have nothing against golf \u2013 it\u2019s just that my time is spent on other forms of recreation.\u00a0 However, Bosco and I frequently walk the Chambers Bay trail \u2013 after a quick romp in the dog park.<\/p>\n<p>I should also point out that it\u2019s never been my career goal to manage a golf course.\u00a0 Or to build a golf resort.\u00a0 I inherited this responsibility from my predecessors: former Executive John Ladenburg oversaw the construction of the course and now-State Auditor Pat McCarthy selected our partner to develop the planned hotel, restaurant, and new clubhouse.<\/p>\n<p>As they say, you play the hand you\u2019re dealt.\u00a0 And, my hand includes a golf course that loses\u00a0nearly a million dollars each year.<\/p>\n<p>People who use our parks shouldn\u2019t be the only ones expected to cover the costs of operating and maintaining them. Certainly not if you\u2019re talking about something like the Foothills Trail, which is used by thousands of people each year and requires only moderate funding to operate and maintain it.<\/p>\n<p>A golf course is different. It is very expensive to maintain and operate for the relatively few people who play it.<\/p>\n<p>For much of my life, I\u2019ve been a businessperson.\u00a0 When I reviewed the finances of the course when I first took office, I learned that we lose money on every round of golf played by a County resident.\u00a0 That certainly caught my attention.\u00a0 As we dug deeper, I discovered that we\u2019ve had to cover shortfalls on the course for several years, totaling millions of dollars.<\/p>\n<p>So, <a href=\"https:\/\/www.co.pierce.wa.us\/4858\/Chambers-Bay-Resort\">here\u2019s where we are right now<\/a>.\u00a0 We have negotiated a proposed ground lease with a group of local developers for them to replace the white event tent and temporary restaurant with a hotel including a Tom Douglas restaurant, spa, event space and enhanced public spaces for those in the park.\u00a0 This proposed development is a long-term commitment by both the County and the development team. You can read more about the proposed agreement <a href=\"https:\/\/www.co.pierce.wa.us\/DocumentCenter\/View\/75885\/Draft_CHAMBERS-BAY-HOTEL-GLA-SUMMARY-11-29-18-002?bidId=\">here<\/a>.<\/p>\n<p>That agreement is now with the Council for their review and potential approval. \u00a0While the anticipated revenue from the resort wouldn\u2019t fully cover the course\u2019s losses, it\u2019s a big step in the right direction.\u00a0 And, it\u2019s the best option we have for responsibly stewarding the golf course, the park and trail, as well as protecting our taxpayers and sewer ratepayers who currently subsidize the shortfall.<\/p>\n<p>I am thankful that the City of University Place (where I grew up) is fully behind this effort.\u00a0 And doing nothing is not an option.\u00a0 After more than a decade of service, the temporary building that houses our pro shop and restaurant is failing \u2013 literally.\u00a0 And our big white event tent has seen far better days.\u00a0 Wedding brides deserve better.
