{"id":2575,"date":"2020-09-25T08:08:01","date_gmt":"2020-09-25T15:08:01","guid":{"rendered":"https:\/\/blog.piercecountywa.gov\/executive\/?p=2575"},"modified":"2023-06-26T13:34:06","modified_gmt":"2023-06-26T20:34:06","slug":"and-justice-for-all","status":"publish","type":"post","link":"https:\/\/blog.piercecountywa.gov\/executive\/2020\/09\/25\/and-justice-for-all\/","title":{"rendered":"And justice for all"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-2580 aligncenter\" src=\"https:\/\/blog.piercecountywa.gov\/executive\/files\/2020\/09\/allegiance.jpeg\" alt=\"\" width=\"4960\" height=\"3179\" srcset=\"https:\/\/blog.piercecountywa.gov\/executive\/files\/2020\/09\/allegiance.jpeg 4960w, https:\/\/blog.piercecountywa.gov\/executive\/files\/2020\/09\/allegiance-300x192.jpeg 300w, https:\/\/blog.piercecountywa.gov\/executive\/files\/2020\/09\/allegiance-768x492.jpeg 768w, https:\/\/blog.piercecountywa.gov\/executive\/files\/2020\/09\/allegiance-1024x656.jpeg 1024w\" sizes=\"(max-width: 4960px) 100vw, 4960px\" \/><\/p>\n<p>\u2026with liberty and justice for all.\u00a0 As a kid I repeated the Pledge of Allegiance every morning in school.\u00a0 Whether during my service on the Puyallup School Board or in the Legislature, I recited the Pledge with sincerity at the start of each session.\u00a0 And today, our Council begins every meeting on Tuesday with the Pledge, as well as a moment of silence for the men and women serving in the military.<\/p>\n<p>What does it mean for everyone to have justice?\u00a0 And, what will it take for everyone to experience that justice?\u00a0 Our community and our nation have been wrestling with this in our streets and in our courtrooms over the last several months.<\/p>\n<p>Opinions will vary, of course, but I think it\u2019s clear that our society is not and has not been just for all.\u00a0 We all have work to do to make the Pledge more than just words.<\/p>\n<p>This work is not new to our County team.\u00a0 I could give numerous example of excellent efforts by teams that have resulted in a more just system.\u00a0 Our Juvenile Court is a national leader in these efforts &#8211; and has been for years!\u00a0 More recently, the Clerk\u2019s Office Pretrial Services efforts, led by Andrea Kelley, have emerged as a national leader as well.\u00a0 However, significant work still remains.<\/p>\n<p>This week our County\u2019s Criminal Justice Work Group put forth an important first step of our next efforts. The Work Group was created out of Council legislation to review the practices and policies of our criminal justice system.\u00a0 They had a very short timeline to perform this work, so we brought together a diverse team of our best and brightest!<\/p>\n<p>Representatives of the Work Group just wrapped up two meetings with the Council to present and review the data they gathered and discuss the implications of their research.<\/p>\n<p>My thanks to the members of the Work Group for the hours of time they spent to help the County move forward in creating justice for all.<\/p>\n<p>Chad Arceneaux, Attorney, Prosecuting Attorney\u2019s Office<\/p>\n<p>Diane Clarkson, Senior Deputy, Prosecuting Attorney\u2019s Office<\/p>\n<p>Ashley Grant, Attorney, Department of Assigned Counsel<\/p>\n<p>Dan Grimm, Deputy Executive, Executive\u2019s Office<\/p>\n<p>Jim Heishman, retired Bureau Chief &#8211; Patrol, Sheriff\u2019s Department<\/p>\n<p>Patti Jackson-Kidder, Bureau Chief &#8211; Corrections, Sheriff\u2019s Department<\/p>\n<p>Andrea Kelley, Social Services Manager, Clerk of Superior Court<\/p>\n<p>Sarah Colleen Sotomish, Senior Counsel, Executive\u2019s Office<\/p>\n<p>Joseph Evans, Attorney, Prosecuting Attorney\u2019s Office<\/p>\n<p>Part of our journey includes making our data transparent to our community.\u00a0 You &#8211; and anyone &#8211; \u00a0can read the group\u2019s report and review the data dashboard at <a href=\"http:\/\/www.piercecountywa.gov\/justicedata\">www.piercecountywa.gov\/justicedata<\/a>.<\/p>\n<p>This week, retired Judge Frank Cuthbertson convened a citizens\u2019 review committee that will take the report and create a path forward to a more just and fair criminal justice system. They have a big job ahead of them but I\u2019m confident that with Frank\u2019s leadership the committee will come back with strong recommendations and a thoughtful approach.<\/p>\n<p>One person who worked tirelessly his entire life to create a more just society was Harold Moss.\u00a0 Described by others as \u201ca lion,\u201d \u201can icon,\u201d and \u201ca trailblazer and champion of civil rights,\u201d our community lost Harold this week at the age of 90.<\/p>\n<figure id=\"attachment_2576\" aria-describedby=\"caption-attachment-2576\" style=\"width: 300px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-2576 size-full\" src=\"https:\/\/blog.piercecountywa.gov\/executive\/files\/2020\/09\/Harold-Moss-Blackpast.jpg\" alt=\"\" width=\"300\" height=\"383\" srcset=\"https:\/\/blog.piercecountywa.gov\/executive\/files\/2020\/09\/Harold-Moss-Blackpast.jpg 300w, https:\/\/blog.piercecountywa.gov\/executive\/files\/2020\/09\/Harold-Moss-Blackpast-235x300.jpg 235w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-2576\" class=\"wp-caption-text\">Harold Moss Courtesy &#8211; Blackpast.com<\/figcaption><\/figure>\n<p>Harold was Tacoma\u2019s first Black city councilmember and was the city\u2019s first Black mayor.\u00a0 In 1996, he was elected as the first Black Pierce County councilmember, including two years as Chair.<\/p>\n<figure id=\"attachment_2577\" aria-describedby=\"caption-attachment-2577\" style=\"width: 300px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-2577 size-full\" src=\"https:\/\/blog.piercecountywa.gov\/executive\/files\/2020\/09\/Harold-Moss-TPL.jpg\" alt=\"\" width=\"300\" height=\"378\" srcset=\"https:\/\/blog.piercecountywa.gov\/executive\/files\/2020\/09\/Harold-Moss-TPL.jpg 300w, https:\/\/blog.piercecountywa.gov\/executive\/files\/2020\/09\/Harold-Moss-TPL-238x300.jpg 238w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-2577\" class=\"wp-caption-text\">Harold Moss &#8211; courtesy Tacoma Public Library<\/figcaption><\/figure>\n<p>One of his most enduring contributions to our community was his work, along with that of his then wife, Bil, to end the shameful practice of redlining.
